(Yunlin) The 24th extraordinary session of the 15th Session of Yunlin County Council continued the agenda of the second day on the 26th of December. County Mayor Chih-geng Su gave her policy address to the Council and proposed 12 policies which included “new hope for agriculture, stability for employment, vitality for the County, and happiness for Yunlin”. The mayor asked the council members for their support, suggestion and supervision. During the session, the County Council also discussed four projects, including building an incinerator in Linnei, building a reservoir in Hushan, renovating the outdoor market in Siluo and water resources management in the County.

Mayor Su divided her policy address into twelve parts: 1. Making Yunlin the capital of agriculture; 2. Creating an diverse, innovative and quality learning environment; 3. Distributing medical resources evenly and establishing a medical network; 4. Making Yunlin a stable and happy hometown; 5. Making Yunlin a county with the best welfare system and respect for life; 6. Making Yunlin a healthy environment suitable for residence; 7. Developing a safe, ecologically-friendly and diverse water environment; 8. Controlling the expenditure of the County and finding more incomes for the County; 9. Industrial policy—giving Yunlin a bright future; 10. Better security for residents of the County; 11. Stable employment and labor rights; 12. Better services of the United Service Center.

In the conclusion of her address, Mayor Su said that it was not easy to run a county. She was learning to better allocate the limited resources. She understood that this was just the beginning and she welcomed comments and suggestions from the Council. She hoped that with supervision from the Council and enhanced communication between the County Government and the County Council, they can work together for the benefits of the County residents.

The Council also discussed four projects, including building an incinerator in Linnei, building a reservoir in Hushan, renovating the outdoor market in Siluo and hydraulic engineering in the County. As council members were concerned about all these projects, they gave a lot of comments and suggestions and Mayor Su responded to their concerns. Mayor Su said, the County maintained the position to suspend the incinerator project in Linnei and she understood that there would be problems regarding future waste disposal and contract violation. The County would need time and space to resolve the issue and she would try to find the best solution for the County. As for the reservoir in Hushan, the County would cooperate with the central government to resolve various issues related to release of protected forest, environmental and ecological protection and compensation for use of public land. Finally, the County Government was planning to establish a Water Resources Bureau who will submit a proposal of restructure in the next extraordinary session. The Bureau’s main task will be to enhance water resources management.
